Meanwhile, the Arkham Knight’s forces continued to build up their army by constructing more tanks and equipment in underground tunnels, received advanced military-grade weaponry from the Penguin’s Henchmen from stockpiles in Bludhaven that were smuggled into the city, and deployed batman suit explosives that became imbued within the streets of the city themselves to serve as deterrents from outside intervention. As Scarecrow concentrated his plans on preparing the last of his chemicals to be dispersed into the mixing chamber and ordered shipments of the toxin to be transported out of the factory, the villain ordered the Arkham Knight to utilize his remote controlled tanks and helicopters to take over all regions of the city and keep them under lockdown to defend against outside interference. To validate his threats, Scarecrow had the Arkham Knight (disguised as a civilian in a red hood) unleash a small portion of his latest toxin within Pauli’s Diner, which caused all of the customers and staff to hallucinate and viciously attack one and another, sexy joker costume leading to countless deaths in the process. With everything in place, Scarecrow finally initiated his plans on Halloween Night by causing a mass evacuation of the city under the threat of his new strain of fear toxin being explosively unleashed through a massive chemical weapon that was hidden somewhere in Gotham.
